Desktop Icon to send keystrokes?

This is a little off topic, but I need to know how to do this to so I can implement it into XL.

How can I create a desktop icon that when double clicked it will send a keystroke to the desktop? I want to be able to send the keystroke CTRL+1 by clicking a desktop icon but am unsure how to do it?
