Xlobby doesn't want to launch

Hi guys:
I'm sure I'm doing something stupid here, but it eludes me.
I downloaded all of the zips, and uncompressed them. When I launch xlobby2.exe, I get the hourglass, and it shows up (and stays) in the task manager, but that's it. Nothing ever comes up on the screen. WinXP SP02, with .Net 1.1 (SP01).

Interestingly enough, I did this exact same thing on my old Win98SE, and it seems to work just fine.

Any ideas????

internet connection on both machines?

try deleting everything in the plugins folder, they can cause problems sometimes.
