XLobby & Windows 98

I just loaded an older laptop with a fresh version on Windows 98 SE and the .NET 2.0 Framwork as well as the latest version of xlobby. xlobby will not run, is it supposed to? I can find anywhere the requirements for xlobby.

Any ideas?

You need Win2K or XP to host it. Thin client w/98SE to either of those will work. XL core or fat client will not work on 98SE.
