Popup on rollover for skin editor

While perhaps RTFM, it might be helpful in the Skin editor if there were popup messages over some of the buttons if the mouse hovers over the button long enough.
In particular I'm thinking out the 6 icons under the 'default' tab.

This is on our list. We also want this for users to be able to turn on and off from the interface when they need help. Popup help baloons.
