Allow moving V3 Setup Screen like V2 allowed

Xlobby gets a 12" LCD touchscreen, while the 71" DLP TV (or the 160" FP upstairs) is the main display device.

V3 locks the setup screen to the same display that Xlobby runs on, while V2 allows me to grab it and drag it to the larger screen so I can see it from where I sit (the touchscreen sits on a speaker up front).

Why *remove* flexibility?
