Callouts on mouseovers

An information box popup on a mouseover an event button would be very useful in a case where the event is complex.
For example, I use the XSeer plugin for automation. A typical event is 'Theater On'. This sets the lighting (X10), turns on equipment and sets inputs and outputs (IR).
Anyone else using a touch screen here wouldn't know what to expect with that button.
And at my age, I might not either, 10 minutes from now

I have something similar posted in Mantis, my idea is more like the help baloons in windows when you navigate over items the can do differnt things, indicate what the button does, provide help options, etc. . Post your suggestion in Mantis.
