Application Exception - Not .Net 1.1 issue

This is the message I get from a fresh install when I run xlobby2.exe
This is the first time I've ever run this.

Application has generated an exception that could not be handled.

Update...

I've tried this on Win2000 and it loads but freezes on the Loading:Plugins.
Still no luck at all with XP SP2
