Access skin editor

Help each other out

Access skin editor

A simple question from a newcomer. I have downloaded the Colby2 skin but cannot seem to access the skin editor. Before, clicking on Help on the main screen brought up the option - this does not now happen - at least on my system.
I am sure I am doing something wrong.
