audio level govener

Under F2, Audio there is an option called:audio level govener (range 0 to 1)
Anybody knows what it is?

The range of this setting is used for multi-zone audio and will restrict a users ability to go over a certain volume level from inside xLobby.

Example only: So if you set it at .6 the volume level will not go higher then say 50-60% when a user trys to adjust the volume.
