IR Plugin set ID identical

I'm using a USBUIRT which works great for learning signals and transmitting those signals. My issue comes when i try to "Set" the id for a command. In this examples I'm trying to set the Xlobby Up Down Left Right commands so I can navigate via remote.

I can learn each command discreetly, and they each work when I test them, but when I try to "set" the command, either by itself or by hitting both set and learn, I am getting identical set ids (the learned ir commands are even unique in the bottom window) This of course, leads to confusion.

Any else one had this happen? Any thoughts on the matter?
